Let F be the drag force in N. F = kAv^2 where A is the wetted surface in square-feet v is the velocity in mph and k is a constant 86 = k(41.2).(6.5)^2 and 94 = k(28.5).v^2 Dividing, 94/86 = (28.5)v^2/(41.2 x 6.5^2) v = 8.17 mph
